In a significant move to de-escalate rising tensions, the Uganda Heart Institute (UHI) and Phaneroo Ministries International have issued a joint statement regarding a long-standing land access dispute on Plot No. 6, Naguru Avenue.
The statement, signed by UHI Executive Director Dr. Omagino O.O. John and Phaneroo Vision Bearer Apostle Grace Lubega, aims to dispel “narratives and misinformation” while confirming that constructive engagements are underway to reach a mutual understanding.
The Genesis of the Trouble
The friction between the two prominent institutions is rooted in the high-stakes redevelopment of the Naguru-Nakawa estate. The genesis of the conflict dates back to around 2020, following President Yoweri Museveni’s directive to allocate 10 acres of land to the UHI for a $70 million state-of-the-art cardiac center.
Trouble began when UHI officials realized that their expansion plans—specifically critical access roads and utility zones for generators—were being hampered by neighboring occupants.
Phaneroo Ministries, which had legally acquired adjacent land for its rapidly growing congregation, found itself at the center of the storm. UHI leadership previously informed Parliament that a “vital route” remained blocked, an oversight they warned could “cost lives” by delaying emergency cardiac transfers.
Conversely, Phaneroo maintained they were never properly consulted on the Naguru Medical Hub Masterplan. The standoff intensified in early 2026, with Apostle Grace Lubega publicly asserting that while the ministry supports development, it would not relinquish land bought by its members without due process and fair compensation.
A Path Toward Cooperation
The joint statement released today signals a shift from public posturing to private diplomacy. Both parties emphasized their commitment to the “broader public good,” noting that they are working with government authorities to ensure their respective mandates—saving lives through cardiac care and spiritual transformation—can coexist without disruption.
For now, both UHI and Phaneroo have urged the public to remain calm and refrain from speculation as they finalize “agreed actions” to enhance their collaboration in the Naguru Medical Hub.
