Eng. Joselynne Rwakakooko Rwabogo has emerged as one of Uganda’s most influential energy sector executives following her appointment as Acting Managing Director of Uganda Electricity Distribution Company Limited in May 2026.
Her elevation comes at a critical moment for the state-owned utility, which is navigating governance changes and a major transition into full control of electricity distribution after the exit of private concessionaire Umeme.
A registered electrical engineer and member of the Uganda Institution of Professional Engineers, Rwabogo brings over two decades of experience in electricity distribution, commercial operations, and large-scale utility management.
Her career has been deeply rooted in Uganda’s power sector, where she has built a reputation for combining technical expertise with operational leadership.
Before her appointment, she served as Chief Commercial and Operations Officer at UEDCL, a role that placed her at the center of the company’s core functions.
In that capacity, she oversaw grid operations, revenue performance, and customer service delivery—effectively managing what insiders describe as “the pulse of the national grid.”
She is also credited as one of the key architects behind UEDCL’s emergency response systems and grid expansion initiatives, which have been critical in stabilizing electricity distribution during sector reforms.
Rwabogo’s experience extends beyond UEDCL. She previously held senior roles at Umeme, including head of network operations and customer service engineering manager, where she spent more than a decade sharpening her expertise in utility management and system efficiency.
Her transition from Umeme to UEDCL positioned her as a bridge between the old concession model and the government-led distribution framework now in place.
Colleagues describe her as a transformation-focused leader with a proven track record in improving operational performance, reducing system losses, and driving sustainable growth in complex environments.
Her appointment also carries symbolic weight. At a time when UEDCL is expanding its mandate and facing heightened public scrutiny, Rwabogo represents a blend of institutional memory and reform-oriented leadership.
As Acting Managing Director, she is expected to steer the utility through this transition—balancing reliability, financial sustainability, and the broader national goal of expanding access to electricity across Uganda.
