Former top officials of the Kampala Capital City Authority (KCCA) – Dorothy Kisaka, David Luyimbazi, and Dr. Daniel Okello – have been granted bail.
The decision was delivered by the Kasangati Magistrates Court, drawing an outpouring of jubilation from supporters who had gathered outside the premises.
The court set stringent bail conditions for the trio. Each was required to post a cash bond of UGX 5 million. Additionally, their sureties were obligated to sign non-cash bonds of UGX 100 million each. The terms underscored the court’s efforts to balance judicial prudence with the rights of the accused.

Dorothy Kisaka, the former Executive Director of KCCA, along with her former deputy David Luyimbazi, and Dr. Daniel Okello, the past head of public health and environment, were taken into custody earlier this month. The charges they face relate to their tenure at KCCA, though the specifics remain a matter of public and legal scrutiny.
The scene outside the court was vibrant and emotionally charged, with scores of Kisaka’s supporters visibly relieved by the decision. Many were seen cheering, singing, and waving placards in celebration of what they deemed a fair judicial outcome.
Speaking briefly outside the court, a supporter expressed hope, saying, “This is a step towards justice. We believe in Dorothy’s commitment to public service, and today marks the start of her defense.”
Legal analysts predict that as proceedings continue, the case could set important precedents for handling public administration charges in Uganda.
The next hearing date is set for later this month, as the trio prepares to meet the conditions set by the court and continue their defense.
