The Public Accounts Committee (PAC) of Parliament, overseeing Central Government expenditures, has directed the Office of the President to submit a comprehensive breakdown of Shs5 billion spent during the Non-Aligned Movement (NAM) Summit held in Kampala in January 2024.
The directive was issued on Wednesday, 7 May 2025, during a committee session chaired by Hon. Muwanga Kivumbi.
Senior officials from the Office of the President, led by Secretary Yunus Kakande, appeared before the committee to respond to audit concerns regarding the entire Shs61.7 billion allocated for the summit — all of which was reportedly expended.

Hon. Kivumbi specifically questioned the Shs5 billion disbursed to State House and the Special Forces Command (SFC), noting that the expenditure was not listed under classified spending and, therefore, required full disclosure.
“This is not classified. So, what exactly was it used for? Were we paying SFC personnel? Were they receiving allowances?” Kivumbi inquired.
Emmanuel Walani, Under Secretary for Finance and Administration in the Office of the President, clarified that the funds were used to support activities under the accommodation and security subcommittees, both of which were chaired by State House.
“State House led the accommodation subcommittee, which also handled certain security-related tasks. This included logistical support such as household and personnel feeding, as well as deployments,” Walani explained.

Pressed further for specifics, Walani added, “Each individual deployed was paid Shs11,000 per day, which covered their daily sustenance. Part of the funds also catered for fuel expenses. The nature of the expenditure did not warrant classification.”
In response, Hon. Kivumbi reiterated the committee’s demand for transparency and instructed the officials to provide a detailed expenditure schedule.
“Can you give us a comprehensive breakdown of how the Shs5 billion was used?” he requested.
The officials committed to formally submitting the detailed financial report to the committee.
