Assistant Superintendent of Police (ASP) Clive Nsiima has been remanded to Luzira Prison after pleading not guilty to charges of assault and malicious damage to property.
The charges stem from an incident at a Shell fuel station in Kyanja on October 7, 2025, where he was captured on video allegedly assaulting a female pump attendant, Pellan Atuhumuriize.
Prosecution told the City Hall Magistrates Court on Monday that the senior officer, in the heat of an argument over a disputed Shs30,000 fuel bill, slapped Atuhumuriize, drew his service pistol at a security guard, and destroyed the victim’s Infinix smartphone.
The footage of the altercation went viral on social media, sparking public outrage and calls for police accountability.

Nsiima’s lawyer informed the court that his client and the victim have since reached a reconciliation agreement, but prosecution maintained that the criminal charges should proceed in the interest of justice.
The presiding magistrate remanded Nsiima to Luzira Prison until October 16, when the court will rule on his bail application.
Police spokesperson ACP Rusoke Kituuma, while addressing the media on the general security situation in the country at Police headquarters Naguru confirmed that Nsiima is also facing internal disciplinary proceedings, which could lead to his dismissal from the force.
“We took immediate action as soon as we received information about the incident. ASP Nsiima was arrested, detained in police cells, and subjected to disciplinary processes,” Kituuma said.
The case has reignited debate over police conduct and the need for stronger internal accountability mechanisms within the Uganda Police Force. The court’s ruling on Nsiima’s bail and the outcome of the internal inquiry are expected to set a precedent for how the force handles similar incidents involving its officers.
