Masindi Police are investigating a fatal shooting incident in which a Uganda People’s Defence Forces (UPDF) officer allegedly killed a civilian hawker in Kijura Cell, Masindi Municipality.
The incident occurred in the early hours of April 19, 2025, at approximately 1:50 AM.
According to Julius Hakiza, spokesperson for the Albertine Region Police, an unidentified man, dressed in civilian clothing and armed with an AK-47 rifle, is reported to have pretended to be intoxicated before discharging multiple rounds of gunfire in front of Brian’s and Trump Bars and Lodges. The assailant fatally shot 32-year-old hawker Mugisha before fleeing the scene.
“The crime scene was promptly visited and documented by our team, including the Scene of Crime Officer (SOCO) and the canine unit, under the leadership of SP Pensive Tukasiima, the District Police Commander of Masindi,” Hakiza said.
Statements were recorded from key witnesses, and several pieces of evidence—including 14 spent cartridges and one live round—were recovered for ballistic analysis.
The body of the deceased was transported to Masindi Hospital mortuary for a postmortem examination.
Police have since apprehended Corporal Aggrey Byamugisha, a UPDF officer attached to Masindi Barracks. He was located and arrested within Kijura town centre in connection with the shooting.
Investigations are ongoing.
